Windows Rsync with CopSSH and CWrsync

Install CopSSH
(http://www.itefix.no/i2/copssh)

Install CWrsync
(http://www.itefix.no/i2/cwrsync)

Navigate to My Computer > Properties > Advanced > Environment Variables > Path
and append the install path for CWrsync:

;C:\cwrsync

Delete
C:\cwrsync\cygwin1.dll

Navigate to Start > Programs > CopSSH > Activate A User
and active the appropriate user (for ssh login).

Do

net stop copsshd

then

net start copsshd

Append a preshared ssh key to

C:\Program/ Files\copssh\home\[username]\.ssh\authorized_keys

if needed

This seemed to work for me:

Instead of deleting the DLL and adding Rsync to the environment path, just copy the "rsync.exe" over to the SSH bin directory.
